City Council members tour building to review progress
Three of the four members of the South Burlington Delegation to the Vermont General Assembly recently toured the new South Burlington Public Library and City Hall located at 180 Market Street. Justin Rabidoux, the Director of the Department of Public Works served as a guide for the tour accompanied by Patrick LeDuc, the Chair of the Library Board of Trustees.
The project is approximately 25% funded by Tax Increment Financing (TIF) revenues which allow the City to retain incremental additional education tax dollars collected as a result of an increase in grand list values in the TIF district. These revenues can then be reinvested in the District to support public projects that will enable or improve the overall build-out of City Center.
The South Burlington Legislative Delegation was instrumental in the successful adoption of an amendment to the TIF statutes that will allow eligible communities such as South Burlington to incur TIF-financed debt for an additional year. This action was taken by the Legislature in recognition of the impact the Covid-19 pandemic has had on community development.
Completion and occupancy of the Public Library and City Hall is now projected to be June 29, 2021.
